      galaxy.ansible.com via ansible/galaxy codebase allowed for following authors and getting emails once the author added content

      Consider adding something like this to galaxy_ng codebase for some or all deployment modes

            We do want to event based stuff with galaxy.  I think we could revisit what the events do (through EDA's purview)
