Description
When a partner uploaded a collection to AH their upload doesn't show up in the approvals page, and when checking the partner's imports we can see the collection with a status of "Approval status: could not be determined yet". When searching

We're noting the issue as critical because we're currently unsure of the scope (how many partners it affects) and is something we can only find the issue by viewing a partner's My Imports page or by clearing all filters on the approval dashboard and scrolling through everything.

Steps to Reproduce
We can only view the result of the issue in one of two ways. For the current collection in question the My Imports page shows the recently uploaded collection: https://console.redhat.com/ansible/automation-hub/my-imports?namespace=hpe
A second way to find the collection is to visit the approvals dashboard ( https://console.redhat.com/ansible/automation-hub/approval-dashboard ) and clear all filters-- the problem collection will be shown without a status and unable to click through & review (produces a 404 error).
Actual Behavior
Unknown. Automation Hub is displaying that a status can't be determined for the uploaded collection.
Expected Behavior
When uploaded, a collection is expected to show the status of "Needs Review" so that it can display on the approvals dashboard for review and eventual approval/rejection. Without a status we seem to have no way to interact with the upload to change the status.
