Remove execution-environment.yml check from Community Galaxy importer

Description

The EE check in galaxy importerconfig is turned on for community galaxy. This should not be turned on for the community galaxy as it is only meant for Automation Hub.

• Server Version 3.4.15
• Version Name Doin' it Right
• Api Version v1

Note: Bug filers can grab dependency package versions from the api root which has pulpcore, pulp_ansible, pulp_container, and galaxy-importer. For the c.rh.c the api root is https://console.redhat.com/api/automation-hub/

Steps to Reproduce

Import a collection on community galaxy.

Actual Behavior

Check is running in importer for EE.yml

Expected Behavior

Check to not run at all.
