When uploading a collection to standalone Hub, the approval status "cannot be determined". This is only the case as long as the collection is in the 'staging' repo - once it has been moved to 'rejected' or 'published' then the status is correctly shown.

Acceptance criteria:

It should stay "awaiting approval from administators" or something similar.
