Add c.rh.c banner about sync toggle support AAP 2.0+

      Problem Description: We have a backend improvement planned that will make sync toggle work only in AAP 2.0 onward.

      Proposed Solution: Add a banner to c.rh.c, proposed wording:

      [Info alert icon] Automation Hub sync toggle will only be supported in AAP 2.0 onward as of MMM DD 2022. For AAP 1.2 all collections will be synchronized to the customer’s Private Automation Hub.

      We should use this type of banner used by Catalog:
