Problem Description: 
 
There are 4 features: 

1. Collection Signing: ability for the Private AH to create signatures
2. Signature Sync: ability for the private AH to sync signatures from remotes
3. Signature Upload: ability to take signature uploads on a repo
4. Signature Exposure: Ability to show signature on API and UI
    
   and there is a 5th out of our scope thing. * CLI ability to verify the signature, ansible-galaxy verifies signature only if --verify is passed or configured.
    

Proposed Solution: 

We need granular feature flags to enable/disable each of those 4 features
