As of https://github.com/ansible/ansible-hub-ui/pull/1487 (AAH-1245), the UI disables the deprecate button in insights mode.

We should not forget to re-enable it once deprecation sync is fixed.

This depends on https://issues.redhat.com/browse/AAH-1237,
proposed solution: revert https://github.com/ansible/ansible-hub-ui/pull/1487,
expected result: user can deprecate collections in insights mode again
