'admins' default group doesn't have the same permissions as default admin user.

      On a new installation, the admin user is in the 'admins' group. However, the admin user can do things that aren't explicitly permitted by the permissions assigned to the 'admins' group. Here's a screenshot of the permissions that the 'admins' group has upon install.

      However, the default admin user is more privileged than the group, having the ability to create new groups and assign users to them.
