Problem Description: We should report our on-premise test results to Ibutsu or Report Portal.

Currently, we got only cloud stage pipeline test results reports (Ibutsu). We need to enhance our on-premise pipelines to send results. Controller QE team already start reporting to "report portal" and we can use their help. Insights group is reporting to Ibutsu and Alejandro (Catalog QE) got POC of reporting on-premise results to Ibutsu so we can use his help too.

The target is to give visibility for our daily testing and stability of the product to stakeholders (like Dave Johnson).

The task should be divided into two phases:

1. Research/Spike (1-2 days)
2. Implementation
