Problem Description: Add `sign` button to execution environment details view

Acceptance Criteria:

As user I want to click a `sign` button to perform the signature of specific container image on execution environment detail
The button must show only when GALAXY_CONTAINER_SIGNING_SERVICE settings is configured
The button must show only for logged in users with permission to SIGN
