Problem Description: On approval dashboard, the button must show "Sign and Approve" if the system has signature configured.

Acceptance Criteria:

• If the GALAXY_COLLECTION_SIGNING_SERVICE and GALAXY_AUTO_SIGN_COLLECTIONS settings are present and the logged user has the SIGN permission, then the button must be changed from "Approve" to "Sign and Approve"
