Problem Description: 

The galaxykit CLI currently is basically an MVP, but as the UI devs continue to develop tests using it, we need to refactor the underlying code so that adding new arguments and subcommands is straightforwards.

This was prompted by a few of the UI developers working on galaxykit functionality and me (Henderson) realizing that now is the time to refactor the CLI. Some minor breaking changes are expected from this fix, which means that jobs that use galaxykit and the UI tests will need to be checked and have a few small fixes probably (mostly because argument order matters now.)

Proposed Solution:

We've broken apart the CLI parsing functionality and the actual work that's performed by the command. All that's left now is porting the actual functionality to the new functions that get called by the parsing code.

semighdo@redhat.com and hhummel@redhat.com are currently in-progress on this and expect to have a PR ready for merge sometime in the next week or so.
