Create test to check c.stage.rh.c health check endpoint

Original issue summary: Need to add a health check endpoint (healthz) to the api that returns a status of 200 for the ephemeral environment to check with it's liveness probes.

Notes:
-create test in IQE, get approved/merged, set to “Ready for QA”
