this artifact hit an error that the PE team has not recorded or reported as of date. 

while importing during the ansible-lint portion of the linter, it hit an permission denied while attempting to execute. 

It looks like the collection might be attempting to write to a new dir. 

Error:

ERROR! Unable to create local directories(/.ansible/galaxy_cache): [Errno 13] Permission denied: b'/.ansible' 

Depending on how we want to handle this, the PE team can investigate what the usecase was for this but for now I would label this low/backlog as it doesn't effect production currently and is isolated to one artifact.
