Henderson has developed a script that can do this locally with his personal appSRE credentials, so this is going to mostly be creating a jenkins pipeline for it and modifying it to fix any issues that come up.

One snag might be getting credentials for Jenkins to use, because the ephem. envs need appSRE credentials (Reach out to James Wong about finding credentials - there definitely was some work done to prep for this job in August, before we were overwhelmed with release activities.) Reach out to Henderson Hummel - he got credentials created by Brandon Squizzato for our Jenkins instance.

This can be considered "done" when:

• a new job exists in the new Jenkins server
• when run with all default arguments, the job will run and publish as artifacts:
  • the url for a newly launched ephemeral environment version of Hub
  • the default user/password for the new instance.
