      Problem Description: galaxy-importer updated the ansible-test container to use ansible-core 2.12, and the python environment did not recognize installed packages and downloaded them on each run of ansible-test sanity

      Solution: We are changing the base image from `default-test-container` to `base-test-container` and doing additional setup in our Dockerfile.
