API: Allow filtering signed collections

      Problem Description: 

      Via API I want to be able to filter only signed collections

       

      QA Criteria: 

      • Ensure that when defined, the filter will make API to return only signed collections.

      Proposed Solution: Add a DRF Filter that looks to the presence of signature
