Problem Description: 

When a collection version has a signature, UI and clients might want to query the existence of the signature and its metadata

QA Criteria: 

• Ensure collections fetched via API, when signed, carries signature metadata

Proposed Solution: 

Query the SignatureArtifact model and include its URL on CollectionSerializer ensure it is present on the APIs consumed by sync clients and ansible-galaxy cli.
