The scope of this ticket is to make sure QE invests time to come up with a plan to make sure all API refactor tasks have test coverage.

Acceptance criteria:

• all tasks linked to this feature have clear acceptance / testing criteria written within them (functional tests needed, make sure API tests still pass, etc)
• for anything that can be addressed as a stand alone or larger set of tests that QE should own, create a specific task to cover that
