Related to the partitioning migrations we need to ensure processor/recovery/rollups/data_exporter will be blocked when migration will be running. 

It can be achieved by changing data_pruning lock from shared to exclusive.

It means the "data_pruning" advisory_lock should be renamed to something better.

i.e. "tenant_data_lock"?
