It's a bug https://github.com/ansible/tower/issues/4174 which was never fixed.
The tenant 11228423 uses Tower 3.7 (unsupported) 

I suggest to implement this:

• log the error once and if the tarball is missing mandatory files, then ignore it...because there is nothing we can do with it.
• also it's not worth spending more time on bugs from tower 3.7
