In https://issues.redhat.com/browse/TRT-1104 we did a pile of work to partition our main tables in bigquery, which involved storing the job run data on every alert/disruption/testrun data row.
The JobRuns table, Alert_JobRuns, and BackendDisruption_JobRuns are all now theoretically no longer needed. They contain the same data and that is now on each data row. We should delete them. Modify ci-tools to stop populating as a first step.
