Currently, when handling a bundle which only has OwnNamespace support, we are defaulting to watchNamespace = install namespace and not surfacing the watchNamespace attribute in the bundle's configuration. This approach will create issues if the package decided to introduce AllNamespaces support. It will change the default behavior silently and move the package from an ownnamespace installation to an AllNamespaces installation. Let's update the handling of these bundles with OwnNamespace by removing the default, and surfacing the watchNamespace config parameter as required. When AllNamespaces gets added, it will be changed to optional but there won't be any unintended effect on the installation. The user can switch to AllNamespaces by removing the configuration.
