After deprovisioning a cluster and deleting the associated BareMetalHost (BMH) for a Dell PowerEdge XR8620t system, recreating the BMH can result in a hardware inspection failure. This issue occurs because the iDRAC reports that virtual media is detached or already in use, even when no active virtual media session exists, which prevents the inspection process from attaching virtual media. As a consequence, the BMH enters the inspection error state and hardware inspection cannot complete.

      Description of problem:

After deprovisioning cluster and deleting BMH for my xr8620t, I recreated the BMH and hit an inspection failure.

errorMessage: 'Failed to inspect hardware. Reason: unable to start inspection: HTTP
          POST https://10.x.x.x/redfish/v1/Systems/System.Embedded.1/VirtualMedia/1/Actions/VirtualMedia.InsertMedia
returned code 500. Base.1.12.GeneralError: A general error has occurred. See ExtendedInfo
for more information Extended information: [{''Message'': ''Virtual Media is detached
or Virtual Media devices are already in use.'', ''MessageArgs'': [], ''MessageArgs@odata.count'':

        errorType: inspection error

I've confirmed that there is no virtual media attached. Setting online=true has no effect, and manually powering on the node from idrac ends up with the node quickly being powered off again.
