This user story focuses on updating core dependencies to ensure consistency with other NI&D components:

• Upgrade Kubernetes dependencies to v0.33.z.
• Upgrade controller-runtime to v0.21.z.
• Update Go toolchain to 1.24.

These updates will bring the project in line with the dependency versions used in other components (e.g. CIO PR #1279 in preparation for OCP 4.21).

Acceptance Criteria

• Kubernetes modules updated to v0.33.z.
• Controller-runtime updated to v0.21.z.
• Go toolchain updated to 1.24.
• Build and CI workflows succeed with updated dependencies
• No regressions in existing functionality.
