In order to properly test External DNS Operator's AWS Role ARN functionality, we need to test it in a real Shared VPC environment.

The E2E test should specify the AWS Role ARN via the API, then confirm the DNS records have been created in account specified by the AWS Role ARN.

There is work being done currently to add CI for Shared VPC clusters and we will consider this story blocked on that so the same work isn't repeated.
