The MCO should check if a cluster supports automatic boot image updates at install time. If it does not, the MCO's controller should automatically set the skew API spec to Manual and set the cluster boot image to an appropriate value. If it does not do so, we will end up degrading the cluster immediately after installation as it lacks a boot image opinion and that could manifest as bad UX.
