2024-02-04: These instance types are available as day two and will suffice for our customers. This card will be on backlog until we complete the blocking card which will make these instance types available day 1.

As a customer, I need to be able to take advantage of Standard_ND96asr_v4,
NC24ads_A100_v4,NC48ads_A100_v4, NC96ads_A100_v4

instance types. This should be defined at creation time.

This epic is track adding new GPU instance types to ARO. This will enable customers to take advantage of the GPU made available to the instance
