[Classic] ROSA defaults to STS and non-STS is unsupported

      Feature Overview (aka. Goal Summary)

      This feature is to decide and implement the default credential mode (manual/STS or non-STS) for ROSA Classic. 

      Today, the default is non-STS and Warning messages are displayed on ROSA CLI when --sts is chosen to request a cluster that uses STS. Non-STS credential mode has been deprecated for long time now. If we introduce 'ROSA Classic is deprecated as per XCMSTRAT-548, the deprecation message would be undermined by nearly 2-year old deprecation messages of sts/non-sts. 

      This feature proposes to switch STS as default on ROSA clusters as per warning deprecation message so the new deprecation messages for ROSA Classic is effective.
