Goal
The functional service needs to be running in dev environment. See a cluster stood up at on an end point. Query an endpoint and get a cluster in the dev environment. Should also be able to delete it to.
*Post a request to cluster service results in a cluster resource deployed in the hosted cluster

*Hypershift operator successfully operational and deploys in Azure
*Listing cluster (to ensure that we verify that the cluster service knows the cluster exists)
