ROSA/OSD: enable AWS Wavelength worker nodes

    Description

      There's demand from Telco pillar customers (their SAs) for enabling Wavelength nodes for ROSA STS clusters, and OSD clusters ( which EKS can do)

      Wavelength nodes are purely about worker nodes, and are reached by adding additional availability zones that the cluster can put workers in. Wavelength zones are very similar to AWS Local Zones, and have the same MTU limitation when communicating to the parent region zones.

      Activating Wavelength acts like using a specific zone in compatible regions of AWS.

      The following zones should be enabled in stage to test, and then enabled in prod after testing (the below list may need updating)
