The link to additional resources on the Migration Issues Report page doesn't work

    Description

      With Windup 2.5.0.CR2, the Migration Issues Report page loads issue details from extra JSON files and constructs markup at runtime. The issue details can contain link to additional resources, and the markup for these links is constructed badly, resulting in the link leading to current document (literally emtpy URL).
