Proposed changes to topnav

Based on having the Migration Issues report be the default, the ordering should look like:

Migration Issues
Overview (or Application Detail if we change the report name)
Catchall
(bundled report that includes EJBs, JPA, Remote Services, and Server Resources)

The remaining report order isn't as important (e.g. Tattletale, Static IP, Compatible Files, etc.)

Also, the Catchall report should have a different icon and Migration Issues and Overview should probably switch icons given the ordering change (i.e. should the first report always be the one with the home icon?).
