Integrate the new mta-cli OpenRewrite capabilities into VSCode.

Requirements:

Validation check to verify Maven is available (it's required by OpenRewrite)
Add UI for starting the OpenRewrite process (this could initially be an item within the MTA Explorer's context menu, or added to the Configuration Editor.
Ability to view the OpenRewrite results

We can later expand the capabilities for custom recipes, etc.
