MTA Release 5.1.2

Release 5.1.2 has been scheduled for 18th February.
The only changes are some additional rules and a new target (quarkus1) to cater for migration issues stemming from new Releases the Quarkus project.
The existing quarkus target is used for migration from other runtimes to Quarkus.

For example to migrate to Release 1.11 from Release 1.10 the CLI arguments would be
--target quarkus1:11 --source quarkus1:10

The new features of the Release Notes should reflect that.

This release contains rules to support migrating to the most recent version (1.11) of the quarkus project, catering for issues described in the Migration Guide. To execute these rules specify a target of quarkus1:11
