MTA IDE Tooling - quarkus1 target

In Release 5.1.2 there will be a new MTA target quarkus1
This is to cater for migration issues stemming from new Releases the Quarkus project.
The existing quarkus target is used for migration from other runtimes to Quarkus.

For example to migrate to Release 1.11 from Release 1.10 the CLI arguments would be
--target quarkus1:11 --source quarkus1:10

The IDE tooling must ensure quarkus1 is available.
