Refresh explorer toolbar once tooling initialized

The MTA explorer's toolbar items are to be made visible once the tooling has been initialized; however, within Eclipse Che, the '+' button (used to create new configurations) doesn't become visible until after you navigate away to another view and then return or if you click around the explorer (sometimes this doesn't work). Need to investigate how to manually tell the platform to refresh the visibility of the toolbar.
