Create rules for the Java EE rules not adding Tag in the application list

This is the link to the list of technology tags that are appearing in the Application List tags, that Carlos has identified already.
We need to create a separate Jira to plug the Java EE gaps.

So, those technology-identified not having a technology-tag level=information are the ones we need to tackle in order to show them in the Application List
