Enrich mouse over information on tech punch card

Currently we display the overall number of the tech in the mouse over.

This JIRA is to enhance this information to show the numbers broken down to each tech in the tech category, so for instance if in the View > Markup bubble "3" is shown as value on the mouseover, there should be displayed

Also, the columns (text and number) on that mouseover should be aligned (like it is in the tech reports itself), so that it is easy on the eye.
