RHAMT_HOME config in Eclipse Plugin should precede env variables

There seems to be an issue that RHAMT_HOME in the plugin config is not taken into consideration if RHAMT_HOME was set in bashrc , the entry in the plugin is not picked up then. I'll create a ticket for that, the config from the plugin should take precedence over env variables.
