Developer story
As a WMCO developer, I want to update the pause image to 3.9 so that all unsupported container image versions are removed.
Description
Sync with upstream and move to pause image v3.9. This will also have the side benefit of picking up any base image fixes.
Engineering Details
WMCO and WMCB code bases need to be updated to reflect the use of pause image v3.9. WMCB needs to be updated for backporting purposes.
Acceptance Criteria
WMCB and WMCO code bases are updated to use pause image v3.9
