Payload checksum validation

Description

Within the Windows service ConfigMap is the `Files` key. This contains a list of required files for WICD, along with a checksum for each. WICD needs to validate each of the files its using, to ensure that nothing has been tampered with. The files include both binaries and configurations for kubelet and containerd.

Acceptance Criteria

• All payload files are added to the `Files` section of the service ConfigMap
• * This includes kubelet.conf, cni.conf and containerd.toml and other configuration files
• WICD periodically validates the checksums of each listed file.
• WICD generates an event and cordons the node in case of a checksum mismatch
