Subsystem tests are registering the same capability in multiple spots; clean this up

    Description

      A number of subsystem modules in their tests are registering the same capability in more than one place. This is incorrect behavior and WFCORE-2270 will reject it. This task is to clean this up so WFCORE-2270 can progress.
