Missing -jandex.jar libs with build using feature-pack

    Description

      After the recent changes to have feature-packs, the build is not creating 

      -jandex.jar

      libs anymore. We used to have two of them in the org.apache.cxf.impl module. Those are strictly required for WS-* functionalities.
