Prevent non-core use of ApplicationTypeConfig.DEPLOYMENT

The public ApplicationTypeConfig.DEPLOYMENT leaves open the possibility of a subsystem author applying it to a subsystem resource, which would be incorrect. Add a safeguard to ensure this does not occur.
