Discovery of REST resources is not enabled if the Application is registered in the web.xml

Per section 2.3.2 of the specification when an Application is found and Application.getClasses() and Application.getSingletons() return empty collections then resources must be discovered. In WildFly when an Application is defined and returns empty collections, the resources are not resolved.
