Consolidate IdentifierFactory interfaces/implementations across distributed web & ejb modules

The distributed web and ejb modules each have a facility for generating identifiers that hash locally. With the advent of distributed ejb timers, we now have a third requirement for the same identifier factory implementation. Let's consolidate these to keep things DRY.
