Remove deprecated param TransactionManager from TimerPersistence.shouldRun method

Need to remove the deprecated param from the following method:

boolean shouldRun(TimerImpl timer, @Deprecated TransactionManager txManager);

Need to update the following impl classes and all caller classes:
TimerPersistence
DatabaseTimerPersistence
FileTimerPersistence
