Create an admin guide on transaction subsystem configuration

The Transaction subsystem has no admin guide on how to configure the subsystem and a place where explanation on attributes can be found.

This is a deficiency.

It's a deficiency from user perspective. And it's a deficiency from developer perspective as well as there is no place where to add documenation for new features.
