Properly register all capabilites on ResourceDefinition

As part of WFCORE-806, warning log message was added to AbstractAddStepHandler#recordCapabilitiesAndRequirements to point out resources that don't have properly registered capabilities on resource definition.

This task is to fix all such cases and than add assert instead of that log message
